On 20 April 2023 the European Parliament voted 517-38 to approve Markets in Crypto-Assets (MiCA), the first major comprehensive crypto rulebook from a large jurisdiction, harmonizing licensing and stablecoin rules across all 27 EU member states. Final Council sign-off followed on 16 May 2023, with most provisions phasing in over the next 18 months — meaning the industry got its long-demanded regulatory clarity and promptly began complaining about it.
